GANDHINAGAR: The Gujarat government is likely to introduce a policy under which Class 1 officers of all cadres will be eligible to study abroad. The move is being contemplated with the aim of enhancing governance by equipping officers with diverse skill sets. This was one of the issues which was deliberated at length at the recently held Chintan Shibir.
Sources in the Gujarat government said that until now, the government of India chose officers to be sent for study tours overseas. If the government announces a similar policy, Class 1 officers from various state government departments will be eligible for study courses related to public administration in reputable overseas universities.
Sources said that irrespective of which cadre the officers belong to, all Class 1 officers will be eligible for the overseas study stint if their name is recommended by the government. “In case the policy is implemented, it will be applicable to Class 1 IAS, IPS, IRS, IFS, GAS, GPS and other cadre officers including those from the sachivalaya, engineering, irrigation, cooperative and others,” sources said.
While the finer aspects of the policy are still being worked out, sources said that the state government will bear the accommodation and academic costs of the officer. “In addition, the officer studying abroad is likely to get paid leave during his or her abroad study period,” sources said.
The government is likely to set up a dedicated fund for the purpose and each department which recommends officers for overseas study in a reputable university or institution will be provided funds. “A corpus fund for this policy is expected to be created by the government,” sources said.
